TopCoder members who are at least 13 years of age, but not yet 20 years
of age by January 24, 2008 are eligible to win scholarships and prizes,
unless otherwise prohibited. TCHS09 is void in the Quebec province of
Canada, and elsewhere where prohibited by applicable law. Residents of
Cuba, Iran, Iraq, North Korea, Sudan, or Syria are ineligible to
receive cash or prizes
